tests: Fix --without-vcsserver parameter Ensuring now that we always disable the vcsserver auto start for the test suite, since the test suite bootstraps its own vcsserver process. Also enhanced TestINI.

Repository Locking

From the |RCE| interface, select :menuselection:`Admin --> Repositories`, then :guilabel:`Edit` beside the |repo| you wish to lock.
From the left-hand pane, select :menuselection:`Advanced --> Lock Repository`
