celery: use safe environ extraction. In few cases of executing tasks at non-pyramid level. e.g executed from hooks we cannot read environ properly. Without it our bootstrap code will still generate proper urls.

Usage of make-config is deprecated.
Please use rhodecode-config to generate RhodeCode .ini config file.
rhodecode-config is a part of RhodeCode Tools package. Install it via
pip install https://rhodecode.com/dl/tools/latest
