threading: Add factory that creates curl session for each thread. When creating a repo with an import url pointing to another repo on the same enterprise instance we call the vcssserver to check the url. The vcsserver then calls to enterprise to verify the url. This leads to two threads using the same cur session.

Note: this is an experimental command, and it will probably change

make-config is part of a two-phase installation process (the
second phase is setup-app). make-config installs the package
(using easy_install) and asks it to create a bare configuration
file or directory (possibly filling in defaults from the extra
variables you give).
