packaging: Use a recent bower2nix to have fetch-bower Recent versions of bower2nix provide "fetch-bower" as a separate command. This command is needed for the backported bower related utilities.

packaging: Backport bower support utilities To support nixos-16.03 the utilities to build bower components are backported inside of this PR. Once we switch to the new stable branch, we should be able to drop these pieces again.

packaging: Improve name of bower components derivation - Include the version, so that it can easier be related based on the name in the nix store. - Avoid appending bower-components since this part is already added as a prefix by the machinery.
