repos, repo groups, user groups: allow to use disabled users in owner field....

repos, repo groups, user groups: allow to use disabled users in owner field. This fixes . There's no good benefit of having possibility to prevent setting disabled user from beeing an owner. It can happen that we start preperating a system and use disabled accounts. Also users shouldn't be forbidden to edit settings on an disabled owner.

      =======================

      |RCT| comes with a number of functions which can be used to administer your

      |RCE| instances. Two of these can be used to automate the cleanup of gists

      rhodecode-cleanup-gists

      Use this command to delete gists within RhodeCode Enterprise. It takes a

      number of options for specifying the kind of gists you want deleted, and it

      is possible to run these commands from a cron job or cleanup script. For more
