celery: don't disable celery if 1 task fails. This results in permanent disable in case of any errors. We rather want to always check and fallback to sync.

Please use rhodecode-config to generate RhodeCode .ini config file.
rhodecode-config is a part of RhodeCode Tools package. Install it via
pip install https://rhodecode.com/dl/tools/latest
