pull-requests: fixed case of unresolved comments attached to removed file in pr. - This makes removed files that still have unresolved TODO visible. Before those file were hidden and unable to merge because of TODO requirements.

Hipchat integration

In order to set a Hipchat integration up, it is necessary to obtain the Hipchat service url by:

Log into Hipchat (https://your-hipchat.hipchat.com/)
Go to Integrations -> Build your own
Select a room to post notifications to and save it

Hipchat will create a URL for you to use in your integration as outlined in :ref:`creating-integrations`.
