move raw cell inclusion to null.tpl...

move raw cell inclusion to null.tpl select based on raw_format metadata key if defined. Default behavior is to include raw cells of unspecified format (consistent with existing behavior).

      if you need to, make modifications to the files in this folder and then run

      `make` to generate the corresponding latex skeleton files in the 

      `../latex/skeleton` folder.
