Implement `IPython.utils.io.Tee.isatty`...

Implement `IPython.utils.io.Tee.isatty` A lot of libraries would call `sys.stdout.isatty()`, but `IPython.utils.io.Tee` does not implement `isatty`. Let's add the method to avoid errors.
