don't allow gethostbyname(gethostname()) failure to crash ipcontroller...

don't allow gethostbyname(gethostname()) failure to crash ipcontroller In some weird situations, socket.gethostbyname_ex(socket.gethostname()) can fail. Don't let this error raise, instead assume localhost and warn in these cases.
