Adding new tests for test_magic for win32.

Adding test_platutils.py.

Moving find_exe -> platutils.find_cmd and making is cross platform. The find_cmd function used to be in ipcluster.py to find executables on win32. We need this on all platforms and now we have it!

Run the top level module tests in a single process.

Merging Fernando's fixes from his trunk-dev and fixing testing things. I have merged his changes with a few modifications. I have also removed IPython.kernel from the list of packages that nose will test.

Refactored iptest to include the iptestall capabilities. We not have a test suite that can be run with `iptest all`. Give it a shot!

New 'master' test runner. This is not even added to the user-visible scripts yet, until we test it some more. But at least it works...

Reactivate --with-ipdoctest option by default, now that trial is isolated.
