num_cpus() added

Add num_cpus() functions to detect total number of CPUs active.

The code now runs without error, althought it is far from doing what it should.

add readline query disabling to ipy_user_conf.py template (commented out)

sh profile: ./foo runs 'foo' directly as system command

Put togehter the few win32 call into some functions (sleep, runCommand, restoreConsoleFocus) to ease the port to other platforms.

added blockID for failures (special case)
