contrib: drop python 3.7 from the Windows dependency installer script I'm tempted to drop 3.8 too, since we use 3.9 on Windows.

				a simple plain text format that's easy to read and edit:

				It's also convertible to a variety of other formats including standard
				UNIX man page format and HTML. You'll need to install Docutils:

				Use the Makefile in this directory to generate the man and HTML pages.
