packaging: add pygit2 to the py3 Windows installers This is needed to be able to use the git extension. The extension no longer complains about the library being not installed, but `hg log -r .` on a repo that works in WSL yielded a TypeError: ... Mercurial

Basic install:

$ make            # see install targets
$ make install    # do a system-wide install
$ hg debuginstall # sanity-check setup
$ hg              # see help

Running without installing:

$ make local      # build for inplace usage
$ ./hg --version  # should show the latest version
